Frostbite or callouses?

What's up with Loki and Black Widow's melee attacks?
From what I understand, everyone's basic melee attack does a flat 45 damage. So why does Loki's melee do 30 damage unless he hits the backstab passive, then he gets the 45 damage? If it was a true backstab ability, then I feel like a good change would make it do 90 damage if you hit an enemy's back while they're below half health. You could even keep the base damage at 30 for a trade off. Also why does Black Widow have to switch to a melee weapon to do a fast melee? Moon Knight also switches to batons, but it's just his basic melee attack.Album wishlist??
